In Canad a, provincial and territorial governments have the authority to enact legislation that regul ates building design and construction within their jurisdictions. This legislation may involve the adoption of the NBC without change or with modifications to suit local needs, and the enactment of other laws and regulations regarding building design and construction. Persons involved in the design or construction of a building should consult the provincial or territorial jurisdiction concerned to confirm what requirements are applicable. Development of the National Model Codes The national code development system unde rwent a governance change in November 2022 to support efforts to harmonize construction codes throughout Canada. As part of this change, the Canadian Commission on Building and Fire Codes (CCBFC), which had been responsible for managing the code development system, and the Provincial/Territorial Advisory Committee on Codes (PTPACC), which had previously advised the CCBFC on policy matters, were dissolved. TheCanadianBoardforHarmonizedConstructionCodes(CBHCC),whichismadeupof representatives from provincial, territorial and federal government departments, assumed responsibility for developing, approving and maintaining the National Model Codes (also referred to as the “Codes”). The 2025 National Model Codes were finalized by the CBHCC, building on the work of the CCBFC. The CBHCC is overseen by the Canadian Table for Harmonized Construction Code Policy (CTHCCP), which sets the strategic direction for code development. The CTHCCP is made up of provincial, territorial and federal deputy ministers (or equivalent representatives). The CBHCC receives advice on policy and imp lementation related to the National Model Codes from the Advisory Council for Harmonized Construction Codes (ACHCC). The ACHCC consists of individuals from a range of national member organizations representing an interest in the regulation of building construction and operation. The development of Codes content is a consensus-based process that relies on volunteers who participate on code development committees and on input from the construction sector, other interested organizations and the public. Codes Canada staff within the Construction Res earch Centre at the National Research Council of Canada (NRC) provide technical, administrative and policy support to the CBHCC and its code development committees. The NRC publishes the National Model Codes.
